In 1997 a retired county extension agent named Ward Selby kept hearing the same story from neighbors: somebody had called a number off a listing, a truck with out-of-state plates had shown up, the quote at the door was three times the quote on the phone, and by the time anything went wrong the number had stopped working. What bothered him was not that the companies were bad. It was that there was no way to tell the real ones from the rest before you let them into your house. So he wrote down what a homeowner could actually verify in five minutes: a phone number with the local area code that a person answers, an address you can drive to, the owner’s name and face, and a license number you can look up. Any company that would publish all four could carry his name. That list is still the entire standard, and it is still the only thing Locally sells.
